"Points req" is the number of stat points you must have spent in total to unlock the ability — a cumulative gate, not a cost per ability. Nine of the ten launch grimoires scale their abilities off Power; the basic M1 attack is the exception and scales off Strength.
The highest published hit sits on a 30% book
Absolute Zero is published at 200 base damage — the highest single figure on any launch grimoire.
The Mythic book, Anti Magic, tops out at 110 on its best ability, so Ice's best hit is 90 higher while its band is 60× more likely to land.
That is the whole case for Ice in one line. Rarity describes how hard a book is to roll; it says nothing about what the book can do. Ice is the cheapest route to the game's highest published hit, and it is why the tier list puts an Uncommon book in the A band.
Which Ice ability to actually use
Normalising by cooldown, Absolute Zero comes out at 7.1 damage per cooldown second — and here that is also the biggest number in the kit. That is not automatic: on the Anti Magic card the highest-damage ability is not the most efficient one, while Ice's ultimate wins both.
The rest of the kit is filler by comparison: Ice Spikes publishes 18/Spike on a 7s cooldown and Hailstorm publishes 7/Tick on 15s. Those are per-instance figures, not per-cast, so they cannot be lined up directly against a single-hit number — the same caveat that applies to every multi-hit ability on this site.
You can play Ice at zero points
Only one ability in the kit carries a published stat gate: Absolute Zero, at 50 cumulative points. The rest of the kit publishes either a requirement of 0 or none at all, so Ice is playable the moment you roll it and the 50-point mark is an upgrade rather than a barrier.
Every Ice ability that publishes a scaling stat scales off Power, not Strength. The basic M1 is the exception and scales off Strength — which is why a Strength build does nothing for the ability you actually rolled Ice for.
Why Ice sits at A tier
Uncommon rarity, best-in-game single hit. Absolute Zero is published at 200 base damage — higher than anything on the Legendary or Mythic books.

How the roll works for Ice
Grimoires come from the Grimoire Tower, and the currency is Crystal Mana rather than the spins you use at the Hage Priest — one crystal buys one roll, and the two currencies do not cross over. Ice shares one roll pool with the other nine books, so 30% is the rate for this book specifically, not a rate you can improve by rolling somewhere else.
There is no published pity ceiling for the Uncommon band — the tower's guaranteed ladder only covers Epic, Legendary and Mythic. For an Uncommon book the published 30% rate is the only figure the developer has given, which is why the expected-rolls line above matters more here than the pity counter.
