"Points req" is the number of stat points you must have spent in total to unlock the ability — a cumulative gate, not a cost per ability. Nine of the ten launch grimoires scale their abilities off Power; the basic M1 attack is the exception and scales off Strength.
1.5%, and a ceiling that guarantees a blank
Legendary holds one book, so 1.5% is Battle Lightning's own published rate — roughly one roll in 67, the hardest roll outside the Mythic band.
The tower's ladder guarantees a Legendary at 100 Crystal Mana (about 70 with a qualifying subscription). Since none of the 6 abilities carries a published figure, that guaranteed result resolves the roll without telling you anything about what it can do.
Six names and nothing else
The card documents 6 abilities: Thunder Discharge, Thunderlord's Beacon, Lightning Beast Claws, Thunder Execution, Overvolt, Volt Breaker. Not one of them publishes damage, cooldown, a stat-point requirement or a scaling stat.
The same card also lists two awakenings, both marked in development and locked. Taken together, the published record for this book is a name, a rarity band and an ability list — nothing you can compare against Ice or Chain.
What the Legendary label does and does not buy
It buys rarity and a pity ceiling: 20× rarer than Ice's band and 10× rarer than Chain's, and Legendary is one of only three bands the tower publishes a guarantee for. Common, Uncommon and Rare get no ceiling at all.
What it does not buy is any evidence of output. Of the ten launch grimoires, this is the starkest case of the site's recurring point: the colour of the book describes the roll, not the kit. Here there is literally nothing published on the other side of the trade.

Six abilities and a transformation in development. Legendary rarity; no damage numbers published, so the ranking rests on kit size alone.

How the roll works for Battle Lightning
Grimoires come from the Grimoire Tower, and the currency is Crystal Mana rather than the spins you use at the Hage Priest — one crystal buys one roll, and the two currencies do not cross over. Battle Lightning shares one roll pool with the other nine books, so 1.5% is the rate for this book specifically, not a rate you can improve by rolling somewhere else.
The tower's published ladder guarantees a Legendary at 100 Crystal Mana — about 70 with a qualifying subscription, which is the hard ceiling for this band. That ceiling arrives well before the 153 rolls a 90% chance would otherwise need, so in practice the pity counter is what you will hit.
